The City of Lowden provides residents with municipal water, wastewater treatment, sanitation, and garbage/recycling services. A lagoon wastewater treatment plant, constructed in 2020, supports long-term water quality.
- Water Meter Reading: conducted monthly around the 25th.
- Garbage Collection: every Wednesday, with occasional schedule adjustments as the garbage truck is shared with Wheatland and Grand Mound. All trash must be placed in designated trash bins provided by the city. Each household receives one bin; up to two bins per resident are allowed under the current garbage charge. Additional bins beyond two incur a monthly fee. Please help us keep things tidy by putting all trash in bags before placing them in the bin. Avoid putting loose items directly into the container.
- Note: The City of Lowden cannot accept paint, chemicals, motor oil or cooking oil, fluorescent bulbs, batteries (including car batteries), appliances, TVs, or tires. These items may be disposed of at the Cedar County Transfer Station. Contact the Transfer Station at 563-886-6437 with questions. See Transfer Station Rates
Please set your bins at the curb with the lid closed—this helps prevent rain from filling them and keeps animals away. It’s best if the handle faces the street for our crew’s convenience.
- Yard Waste: pickup Wednesday afternoons after garbage; must be in yard waste bags ($1.50 each at City Hall or retail stores); sticks and twigs must be bundled; large yard waste may be brought to compost area by Sewer Plant.
- Recycling Collection: curbside every other Tuesday. What Can I Recycle?
- Recycling Drop-off: cardboard can be taken to the maintenance building at 618 Main Street.
- Recycle Containers: new residents may obtain a blue recycling container from the City Clerk’s office for $31.00.
- Burning: open burning of trash, yard waste, leaves, or salvage materials prohibited within city limits; outdoor cooking or burning of wood allowed in a steel, brick, or masonry container, with the fire itself no larger than 2 feet in diameter.
Billing Policies and Deposits Highlights
- Deposits required: $200 (home/business), $250 (rental); rentals held until move-out; applied to final bill; landlord option to keep account in their name.
- Bills mailed: on/before 1st business day.
- Due date: 16th of month, by 5:00 p.m. (postmark not valid).
- Late penalty: 10% added after due date
- Reminder notice: 5 extra days to pay.
- Shutoff process: if unpaid by 7:30 am on shutoff date; $25 delinquent fee applies regardless.
- Reconnection fee: $25 during hours; $40 after hours; all past-due amounts must be paid.
- Valve repairs: non-functional curb valve replaced at owner’s expense.
- Final bills: prorated; notify Clerk with move-out date & forwarding address.
- No arrangements: payment plans not offered.
